This document went away and tests fail because it is now 404ing. There is at least one other resource in both the inline text and the list context so it should be safe to simply remove the reference to it. Note I may have introduced grammatical errors in the non-Roman character languages, because I couldn't tell whether the remaining words reference the doc which was deleted.
The original document has gone 404 as jquery moved to the js foundation and then openjsf. They also now use the Apache CLA via Linux Foundation's EasyCLA, so they are no longer a good example of a "lightweight" CLA project. It seemed most straightforward to replace this link with the archive.org equivalent, and just put our faith in the Internet Archive.
Not sure what happened with the portuguese translation, here.
